In very early Season 1, if the player cut playtime's jumprope multiple times in a game, instead of simply getting sad, she would actually scream loudly and despawn for the rest of the game. I'm surprised you even know about that. However, that feature was removed for reasons even I don't know.
Also, you found the image, but what about the audio?
Probably 5, but I don't exactly know. I made that feature 2 years ago.Also, this page is not the place to post removed content trivia, and I want conversations to be in regards to current game content. But before I go, do you think you could upload a dropbox link or something?

No. This character actually gets a -1/10 for numerous reasons.
1. "Its design is worse than Playtime's design"
2. This character is helpful to some significant degree, and most of the Baldi's Basics Plus characters are meant to hinder the player's progress in some way.
3. It wears a shirt that is from modern times, and is likely copyrighted.
4. Literally every visual aspect of this character is trash, including the body shape, head, and limbs. I don't think you even tried.
5. Its office poster does not exactly follow the official BB office poster template.
6. Its descriptive poster was very lazily created.
7. Its name more closely resembles a real life name rather than a creative name that references one of its aspects.
8. Its mechanics are pretty much EXACTLY like Scissors Girl's script from BBIE.
Considering these aspects I just listed, you are not fit to become a BB 1 1/2 contributor and you probably never will. Please understand that I am not trying to be mean, its just that your character idea has so many things wrong with it.

1. Kat will go and find Meow Mix to give to Xavis, if done successfully, Xavis will go back with Magic Man
2. If Kat bumps into Xavis while looking of Meow Mix, she'll get stunned and forget what she wanted to do
Trivia:
Originally, she was supposed to be a stickman called Mr. Stickminz, but due to unoriginality he got scrapped, the creator (me) still has 2 sketches of the character, the sketches will be released soon

Quivoqs Freedom:
At the start of the comic, Quivioq asks Baldi to end his eternal suffering of being frozen, Baldi then gets the idea to give some really warm tea to him, after asking Pepper Jack to make him some, he gives it to Quivoq and immediately the ice around him starts to melt, when he is fully metlted, he reveals to be Apprentice Monkey and was accidentally frozen by Penny Crygors potion, but sadly nobody noticed, then he thanks Baldi and everyone for helping him and decides to leave, before that Caiden decides to go with him to see his family again, after that Baldi wonders who is going to replace the two and Beans and Lucky kid come to take their place
Well, the character idea sounds decent, for a few reasons. This character does nothing for the majority of the game, and when she DOES do something, it is only a one time thing. Also, many Baldi's Basics characters are intended to be unhelpful in general, as they either stall the player, trick with them, or cause other negative effects on them.
As for the comic though, I will see if I can make a comic that is similar to your suggested story.
I will have to say the character was mostly inspired by Apple Boy but I do think Kat is more developed because helping the player can be variable, with the Apple Boy he can feel OP at times, and about the comic, I know Appeentice Monkey and Quivoq aren't the same, but due to Apprentice M. Appearing in ONE game he's basically forgotten
That is LITERALLY the Baldi TV texture with a blue coating. It doesn't seem very creative, as I already asked someone in the past to make a new XP HUD texture and it looks fine the way it is.

I guess the suspension lasts for few years or permanently, but I'm not sure.

yes the audio file is called jumprope pis off the image file is jumprope whathaveyoudone but how many times to make to pis off

This is not how you suggest a character. Turquoise Baldi already have this function.
An example of a character's best mechanics: A character that has an ability to block the player's path, and let them go if they stand for 8 seconds.
